Matthew Shay
Detective Matthew Shay is an experienced and still active narcotic investigator with over 28 years of law enforcement experience, 23 of which were with various Drug Enforcement units.
Matt joined the Phoenix Police Department in 1995, retiring after 22 years before becoming a Deputy with the Maricopa County Sheriff’s Office serving in their Special Investigations Division. Still very active
with investigations that include social media sales of narcotics and firearms, Matt has also become one of three narcotic K-9 handlers for the Sheriffs Special Investigations Division.
Matt started his Narcotics Career as a “street Level” undercover detective making hand to hand and “crack house” purchases of cocaine, heroin, and methamphetamine in the inner city making efforts to
reduce the narcotic activity and associated crime in the working class neighborhoods of Downtown Metro Phoenix. He was fortunate enough to be attached to a team that was utilized in several high
profile “wire Tap” investigations of major “mob” figures and serial killers in the early and mid 2000’s.
Matt was one of the subject matter experts during the methamphetamine manufacture craze that plagued Arizona in mid and late 2000’s. Prior to the acceptance of “medical” And “Recreational”
marijuana acts in Arizona (2010 and 2022) , Matt investigated hundreds of illicit Marijuana Grow Operations and Butane Extraction labs which included a large number of fires, explosions and injuries.
Since 2012 Matt has been working with the Maricopa County Drug Suppression Task Force (MCDST) which is designated as the central Arizona Clandestine Laboratory Squad and engages in mid and high
level narcotics investigations ranging from Open Desert Interdiction to Cell Phone Interception (wiretap) cases.
Over the past 5 years Matt and members of his unit have specialized in social media drug investigations and have made well over 100 arrests of individuals and drug trafficking organizations (DTO’s) using
social media apps to promote, advertise and facilitate drug and weapon smuggling, transport and sales in and around metro Phoenix.
Matt's training and experience has led him to be utilized as a trainer, spokesperson, instructor and guest lecturer for a wide variety or schools, recovery groups, organizations and local media stations. This
has included:
ASU, NAU ,U of A , Phoenix College, Prescott College, Scottsdale Community College, The Arizona Governor’s Office, Phoenix Police Academy, Phoenix Fire Academy, Glendale Police Academy, MCSO
Academy, School Resource Officers Association, Arizona Narcotics Officers Association, Channel 5,10 and 12, New Times, several local radio stations and many more.
